Vietnam is on the way of developing and integrating into the world economy, so the demand for learning foreign languages and information technology of the people is increasing. To meet the needs of learning and researching foreign languages and information technology of all people in society, a series of foreign language and informatics centers have been opened. However, not everyone understands the conditions and procedures for establishing a foreign language and information technology center. 1.Conditions for establishing a foreign language and information technology center
– Having a contingent of managerial staff, teachers and employees who meet the prescribed standards, meeting the operation requirements of the center.
– Having material facilities, equipment, programs, teaching materials, appropriate funding sources, ensuring the quality of education according to the construction, development and operation scale of the center.
* Regarding the name of the Center: The name of the foreign language and information technology center is set on the following principles:
– Foreign language and information technology center + Private name;
– The proper name of a center must not coincide with the proper name of a center that has been established before; do not use words and symbols that violate the historical, cultural, ethical and fine traditions of the Vietnamese nation.
* Director of foreign language and information technology center
– The director of the center is the person who directly manages and manages the organization and apparatus and takes responsibility before law and the superior management agency for all activities of the center.
– Center director is a person who meets the following criteria:
+ Having good personalities;
+ Having management capacity;
+ Graduated from a foreign language university or a university graduate and possess a minimum level 3 foreign language certificate according to the 6-level foreign language competency framework for Vietnam or equivalent (for directors of foreign language centers).
Having graduated from a computer university or a university graduate and possessing a basic information technology application certificate according to information technology skill standard or equivalent according to current regulations of the Ministry of Education and Training and the Ministry Information and Communications (for director of IT center).
Ensuring either of the two conditions specified above (for directors of foreign language and informatics centers).
+ Experienced in education and training.
– The center director is appointed by a competent authority to set up a center. The competent authority allows the establishment of a director recognition decision center (for private centers and foreign-invested centers). The term of director of a foreign language and information technology center is 5 years.
* Teacher Center for foreign languages, information technology
– Vietnamese teachers are qualified to teach informatics when they meet one of the following criteria:
Possess a college degree in computer science education and above;
+ Possess a college degree in computer science or higher and a pedagogical certificate.
– Teachers who are Vietnamese are eligible to teach foreign languages when they meet one of the following criteria:
+ College diploma of foreign language teaching or higher;
+ Possess a college degree in foreign languages or higher and a pedagogical certificate.
– Teachers who are foreigners who teach informatics: Possess a collegial or higher degree and a certificate of appropriate computer training.
– Teachers who are native speakers of a foreign language (for each specific foreign language): Possess a college diploma or higher and a certificate of appropriate foreign language training.
– Foreign teachers are eligible to teach foreign languages when they meet one of the following criteria:
+ College diploma of foreign language teaching or higher;
+ Having a foreign language diploma or higher and a certificate of appropriate foreign language training;
+ Having a college degree or higher, a certificate of foreign language competence of grade 5 or higher according to the 6-level foreign language competency framework for Vietnam or equivalent and a certificate of appropriate foreign language training.

2. Conditions for a foreign language and information technology center to conduct educational activities

3. Competence to establish foreign language and informatics centers
– The director of the university, the institute, the rector of the university or the pedagogical college decide to set up a foreign language and information technology center on the school campus;
– Heads of social organizations, socio-professional organizations, economic organizations are allowed by law to establish training centers under their authority to decide on foreign language and informatics centers. under;
– Director of Department of Education and Training decides to establish subordinate foreign language and IT centers; allow the establishment of foreign language and informatics centers of universities, institutes, universities, and pedagogical colleges outside the school’s campuses and foreign language and informatics centers of social organizations and groups. socio-professional organizations, economic organizations allowed by law.
4. Files on setting up foreign language and informatics centers
– A written request for the establishment of a foreign language and information technology center;
– The proposal to establish a foreign language and information technology center including the names of the center, the location of the center, the necessity and the legal basis for establishing the center; objectives and tasks of the center; curriculum, training scale; facilities of the center; organizational structure of the center, curriculum vitae of the person expected to be the director of the center;
– Draft of internal rules for organization of operations of foreign language and informatics centers.
5. Order of implementation
– A foreign language and information technology center shall send 01 set of documents directly to the person competent to establish a foreign language and information technology center;
– Within 05 working days from the day on which the application is received, the person competent to establish the foreign language and information technology center receives the application. If the dossier is not in compliance with regulations, notify in writing the contents that need to be amended and supplemented to the center;
– Within 10 working days after receiving the prescribed dossier, the competent person shall set up a foreign language and information technology center in coordination with the concerned agencies and units to organize the above evaluation. actual ability to meet the prescribed conditions and record the results in the evaluation record;
– Within 05 working days from the day on which the evaluation results are available, the competent person defined in Clause 1 of this Article shall make a decision to permit the educational operations center. If a decision has not been made to permit educational operations, a written notice must be sent to the center stating the reason.
